This PR updates all actions to use new versions and approaches. In so doing it also resolves #29 by using a new approach to resolve and install dependencies implemented in
r-lib/actions. Note I have extended Rmd check to cover more platforms and R versions. Note also that some of the checks are failing but these all look like real signals of package issues now vs issues with CI setup.
