Drop orphaned vim syntax files (#12502)

I didn’t even know alp existed and this is definitely not the right repo for Scala vim syntax defs. I’ve kept the daml def for now at least since it’s at least in the right repo even if unmaintained. Also seems very unfair towards emacs users to only have vim files. changelog_begin changelog_end
