Steps to Reproduce (for bugs)

1. Create a task from backup
2. Set mode to "interpolation" in admin page for created task
3. Look at frame 56260 (zoom out to see annotations). Right bottom "person" has "id" attribute with value 2
4. Export annotations in cvat for video format
5. Import these annotations back and look again to frame 56260. Right bottom "person" has "id" attribute with value 1
