Add new CI workflow to test own nightly wheels as mentioned in #424. Test against both released and nightly wheels of test dependencies, and run the full test suite with image comparison tests. Workflow runs once per week a few hours after nightly wheels are uploaded, and also on demand via workflow dispatch. Only really needs to test on Windows, but I've included Linux and macOS as well.
