"Unable to locate build via Github Actions API" for the public repository

Seems to be the same as closed codecov/codecov-action#557.
Similar to codecov/codecov-action#803 and codecov/codecov-action#598.
[Here](https://community.codecov.com/t/intermittent-unable-to-locate-build-via-github-actions-api/2936/10) was a request to create a new issue in that case, so here it is.
