App actions wrong for offline while updating - should be able to restate - anywhere where package state is stopped should be able to restate - can’t restate if never staged - but can start

Looks like when you push but choose 'no start', the package_updated_at is set, so we should allow the app to be started in this case.

When you use the API to just create a skeleton app, package_updated_at is empty - start should not be enabled.
