Problem

CI builds for Ruby 2.0, 2.1, and 2.3 are failing.

W: Failed to fetch http://httpredir.debian.org/debian/dists/jessie-updates/main/binary-amd64/Packages  404  Not Found
E: Some index files failed to download. They have been ignored, or old ones used instead.

It seems that the jessie generation of Ubuntu that is used in the old Ruby docker images is no longer receiving apt updates.

Solution

Skip running apt-get for old rubies in CI.
