The Mozilla MVP Spring Lab work went really well. Cabal now has a subjective moderation system! 🎉

This issue is to consolidate & track remaining efforts to make moderation even more useful, accessible, and understandable.

• Per-channel moderation operations
• Modify materialized-group-auth to be unordered
• Private moderation operations
• Fix [moderation] Case where a mod can +mod or +admin others cabal-core#91
• Write low level/white paper-esque documentation on how moderation works
• Make a video demo for the public/website
• Alter admin/mod keys if admins/mods are removed cabal-cli#194
• Fix unintuitive moderation caveats
