More consistent table formatting #108

Description

Currently, tables are formatted in all sorts of ways: no header or borders, header but no borders, header and borders, different padding of/spacing between 'cells', etc.

I'd like to see table formatting become more consistent. I'm proposing removing the ability for calling functions to define the delimiters and borders of tables, and instead simply have the option to have borders or not. If with borders, I think we get rid of the inverted header (black on white) and instead add horizontal borders to the top and bottom of tables, and below the header row. This will fix a small issue currently where no bottom border makes the table look unfinished:
