Experimental: Make cancel call inline rather than a go-routine #2850

Currently when we call cancel, the executor buffer calls Cancel on the underlying executor inside a go-routine, which potentially introduces a race condition on slow platforms.

This is an experimental PR to see if it materially affects performance, and whether it resolves the race condition on those slow platforms.

Found a race condition in the node_info_publisher, but is unrelated.
Given the complaint about the execution revision being too high (e.g. there was another update), have disabled handleFailure to see if we need to only allow it when the job was not cancelled (for this one test on windows).

I am not sure Wait produces an error when the execution is canceled, rather the result error field will be set to the error received from the container when it was killed (in the case for docker), containing a non-zero exit code and stuff. Unfortunately the result of Wait is executor dependent.

Recent debugging allowed us to find this, which suggests the call to Cancel() is happening after (or the notification received after) the job has completed.
