Encrypting the SNS Topic
Commenting out AWS CodeCommit for deploying. Low risk change as new deployments should be unable to use this script.

*Description of changes:*Encrypting the SNS topic to use the AWS Managed KMS key for SNS. This is to support making SNS Topics COMPLIANT with AWS Config rule sns-encrypted-kms. This is evaluated in the following frameworks: AWS Well-Architected Framework Security Pillar SEC-8, CJIS #5.10.1.2, FedRAMP(Low) #SC-13, PCI DSS 3.2.1 #3.4, PCI DSS 4.0 #10.2.1.1, and others.
