Just copied
strtobool()into tvm.testing.util. Alternative option is to usesetuptools/_distutils/util.strtoboolas setuptools is already in our dependency.https://github.com/pypa/setuptools/blob/08bd31115732ece3cca50bd93f338e1b90dead34/setuptools/_distutils/util.py#L334
