@oxelson - I was synching the various ThreddsConfigRef docs, and this line was in the admin guide but not the user guide (which has been updated quite a bit). Should we keep this addition?

Most of the doc changes are related to WMS (see #546), but this also syncs the threddsConfig.xml reference docs (including picking up the addition of the WMS palette conversion tool by @billyz313 from #346).
