Labeler workflow: rename course labels to content & add Content: Git label #24468

1. Because:

The Content labels solve two problems:

  1. We can include labels for folders like Foundations without having to worry if it's a course or a path.
  2. We can include labels for folders which houses lessons that necessarily aren't courses like the git folder.

In the Labeler workflow:

  1. Renames all courses label to content
  2. Add Content: Git label
