[DirectX] Distant terrain appears black #3176

Description

Under DirectX, distant terrain textures appear black:

Appears OK on 2020.01 and older:

On older versions the terrain also appears black for a few frames:

OpenGL seems to be unaffected.

Example terrains:
BDM1-Flying Mountains
Bonneville Speedway (this map features fog in an attempt to cover up the issue)

Overview map also shows as mostly black:
