string length errors from SPEAR runs 

SPEAR errors have  been reported due to a string length being exceeded in the code below:
https://github.com/NOAA-GFDL/FMScoupler/blob/0b2c91402236e49d586dd5151c98d329e97f9e57/full/coupler_main.F90#L384-L414

This code related to the `fredb` is unused and can be removed.
