-Syuis not executed as-Su. If executed close enough, should always hit cached. Reimplement the last missing command builder from the legacy engine (--ignore for upgrades)Fixes #1933 - Roll up layers on fail, ensures lower layer failures still abort the transaction if the next layer does not satisfy local dependencies
