copied vertex ai qwikstart supporting files in this repo to new train-deploy-tf-model folder.
modified new requirements.txt file in this train-deploy-tf-model folder, to use 2.15 version of tensorflow Python library, which is the last version of the library that will support all code in OCBL425. Note: at some point we will refactor the lab, but that is to be determined.
