Offline Use of the App #10

As a user, I want to be able to use the app even if I do not have any network access.

To do so, we must block and restrict some access on the app. We know that:

Face Detection works offline already
Object Detection works offline already
Translator only works online
Definition API only works online

So the speech detection could maybe be blocked if no internet. Same thing for definition API maybe.
