Small PR to:

  • fix the gap at the top of the page that would exist if currently pushed to prod
  • refresh the npm cache
  • revise the node install script in Dockerfile to specify node v20
  • fix footer accessibility and foia footer links

To test

Pull changes locally and run npm run serve

These changes are approved. I also notice that this one doesn't have the "how you know it's a gov website" banner - can you add that in?

Yes I can add that - will add an issue
