We need a minimap component that can be used for both the USCView and BillDisplay components that will display on the right side of the screen to allow them to identify the locations in longer sections where the highlighted differences are.
In the original site it was just a scrollbar with highlighted sections, but we can do better then that.

Goals:

• Easy navigation to highlighted sections in the "diff view"
