Initial commit for AEV docs including toc and folder structuring.
Added all of the original wiki besides the develop and FAQ sections.
Rough draft of original migration complete. Need to do a bunch of cleanup.

Cleaned up URL changes and fixed pages to be the correct structuring.
Added supported section, changed xpdf broken link, updated acs supported versions, changed oat to aevt and updated Java versions.

Changed OAT to AEVT and added a blurb about AEVT formerly OAT in oat-override-overlay-configs, as well as file structure change.
A few updates after running through the install
Added sizing and requirements as well as renamed filing structure to match instructions provided by doc team.
