Description of the Change

This PR attempts to update the ElasticPress issue templates to a bug, enhancement, and question one. These copy the org templates at 10up/.github and adds to the bug template the 4 ES/EP questions from the current issue template. My assumption is merging this in will ensure we see these issue templates and the link to our security policy when browsing to the new issue screen.
