What problem does this feature solve?

The Nightwatch e2e plugin supports setting options such as headless via environment vars instead of flags. It would be great to have this for Cypress as well

What does the proposed API look like?

EG: VUE_CYPRESS_HEADLESS=1 as an alternative to --headless
