Steps to reproduce

I would assume if you cloned the project to another machine it may have the same issue (I dont have another machine to clone to)

What is expected?

When I review any other project in Vue UI in the plugins view I can download the updates by clicking the download arrow icon, when there is a newer version.

This project says it stuck on v 3.12.1

Also the add Vuex and Router buttons appear at the top but they are already included in the dependencies section

What is actually happening?

There is not download icon

Some reason the project just started not showing the download arrow
