Add an option to limit image usage with given prefix

**Goal:**
Add environment variable that limits possible image names.

**Use case:**
Force using only organisation images. For example at trivago we want to use only trivago/... images and restrict usage of the other images.

**Expected behaviour:**
In case other image is used build fails.
