Salt just released Oxygen, v 2018.3.0, and that version contains cloud support for virtualbox, lxc, ec2, gce, and digitalocean. I haven't found direct docker support yet. This ticket is meant as an umbrella and general discussion, and will be closed when the Rambo is fully refactored to remove Vagrant. Many other issues should be on-hold because of this refactor for now. Many might need rewritten or outright closed as inapplicable.

This will allow us to remove all Ruby code and Vagrantfiles from Rambo, and simplify the code base by not needing to rely on env vars so much.
