Refactor the logic behind *FLOAT-WINDOW-MODIFIER*

FLOAT-WINDOW-MODIFIER wraps the translation from the modifier designator
to X11 modifier. Specify to look for the accessor in the STUMPWM,
otherwise it will look for it in the current *PACKAGE*, which may not
import the symbols from the STUMPWM package.
