Why this is needed:
Because it does not make real sense to have a "cluster and services configuration" page from the user stand point.
Plus, there is more and more services and this leads to a very long page with unrelated stuff.

What should be done:
Split the cluster and services configuration page docs/operation/cluster_and_service_configuration.rst into one page per service (monitoring, alerting, authentication & logging).
We can still keep a "cluster services" page to have an overview of all the services, with links pointing to each service page, but this page must be minimalist.
