Why this is needed:
To expose to the user the functionalities from #2464.

What should be done:
Develop new CLI sub-commands based on the work from #2163, allowing the user to add, delete and list alert silences.

Implementation proposal (strongly recommended):
Requires: #2464, #2163

Test plan:
