The included test is a good tutorial.

Yes I know, but it's the included test that is referencing a ~/.airbreakpy file (line: 19)

It seems like a simple ini-file configuration, like so:

[airbrake]
api_key = [your_api_key]

I'll add something to the README file. There didn't seem to be much point in including a file since you would need to edit it and move it into place.

The format Bouke described above is correct.
