It is not yet super obvious to everyone what’s in scope of a RFC and what’s not. We should have a set of clearly defined rules to help people to evaluate if their idea should be a RFC or not.

Also per @shawntabrizi’s suggestion #32 (comment) we should have different categories for the RFCs
