Troubleshooting missing pictures requires a run through an opaque and extensive checklist. I've seen many posts about indexing issues in the help section so a process with more immediate feedback would probably eliminate these issues.
I might still want to access photos that aren't indexed for download or sharing to another person, even if they're too large to index or don't pass some other indexing filter.
My suggestion is for a raw "file manager" mode in which you can navigate the bare the folder structure of your photos folder, and opening a folder shows all files there whether or not they're indexed. Then viewing/downloading would be trivial, but supporting sharing of these files would also be nice. Obviously you might have to index that a file exists for sharing purposes, even if you don't index any other data about it.
In this file manager mode, I think the user should be able to directly trigger "index this folder" and "index this file", and get immediate feedback on why a particular file was not indexed, eg. exceeds max size, unrecognized file types, or whatever other filters don't pass. This would eliminate all of the mystery of going through the indexing checklist, thus improving usability and cutting down on these help requests.
Adding "show all/non-indexed files", "index this folder" and "index this file" seem like they would be straightforward extensions of the Library/Originals area, which is almost like what I'm describing in terms of a file manager, so that seems like the simplest place to add these features.
