Prepare release 0.10.3 (#447)

Release 0.10.2: fix deployment

deploy: Travis: fix repo name and secrets for move to pdbpp/pdbpp.

Uses "Travis deployment" token.

Release 0.10.1

Bugfix release for system-wide installations together with virtualenvs.

It is still recommended to use the version from Git master currently,
which contains many more fixes/improvements, but is waiting for
pyrepl/fancycompleter to get packaged properly first still.
