Describe the bug

Torment doesn't treat failed moves as uses of the move, allowing it to be used consecutively while under Torment.

Reproduction

	MOVESET_OVERRIDE: [Moves.TORMENT, Moves.SPLASH, Moves.HEAL_PULSE],
	OPP_MOVESET_OVERRIDE: [Moves.SPLASH, Moves.FIRST_IMPRESSION],

Expected behavior

Moves that are used, and fail, should count as usage of that move.
