[Feature Request]: Disable the translate button for non-reviewers if the only translations left are rule translations. #21558

Is your feature request related to a problem? Please describe.

Sometimes there are translations opportunities to be translated in contributor dashboard, but when the opportunity card is opened, there are no translations available. To solve this completely, we need to disable the translate button for non-reviewers if the only translations left are rule translations.
This issue is a part of #19276.
