This is part of #18384. The search bar for the home tab has been backlogged due to potential difficulty and time.

Describe alternatives you've considered and rejected

While the search-bar component located in the library-page folder appears to fit with what we want, it still needs to be significantly changed. It breaks in smaller screen screens and does not match stylistically. Because the search-bar is used in so many other places, modifying it may cause more issues than expected. We don't need to completely dismiss this approach, but it will require further consideration.
