This is part of #18384. Due to the learner groups still being an unreleased feature, it has been backlogged for the learner dashboard redesign. Implementing this will significantly change the learner-group files. In addition, lessons associated with a student's groups will need to be tagged.

• Implement new learner groups system according to the Figma design
• Add tags to lessons associated with a learner groups (lesson-card component under summary-tile)
