[Feature Request]: Add Filter to translation contributions tab and have the translated lessons categorized by lesson name #21454

Is your feature request related to a problem? Please describe.

In https://www.oppia.org/contributor-dashboard# translators can not get back to a specific translated cards when required. Because all the translated cards are saved in one place with no Topic filter and are not categorization by lesson name. While in the Translation review tab this feature is already available.

To add the same 2 features used in the Translation review tab (see attached Images).

Please try to do this using a reusable component if possible -- don't copy/paste large chunks of code between the submitter and reviewer UIs. Thanks!
