Is your feature request related to a problem? Please describe.

When developing using the local dev server, we currently have to either wait an indeterminate amount of time for the dev server to reflect local code changes, or we have to restart the dev server.

Describe the solution (or solutions) you'd like

Accelerate the incorporation of code changes to speed up development iterations. Ideally, local code changes should be reflected in the local dev server in seconds.

Describe alternatives you've considered and rejected
