Fixes https://issues.redhat.com/browse/OCPBUGS-42555

This was fairly tricky to backport. I had to backport an intermediate commit which was missing kubernetes#127715

Pre merge test passed on (4.16.0-0.test-2024-10-09-042635-ci-ln-sgcs8mk-latest build 4.16,openshift/kubernetes#2099)
With the reproducer steps the issue does not produce on the pre build version.
