You can request an invitation for SudoBot here, it's completely free. Alternatively, you can create your own Discord API application and then host SudoBot.

It's not recommended to build and use the code from 4.x branch, because we're migrating from v4 to v5 with big changes. Some commands/features may not be available or complete in the latest releases, but we still encourage you to use the latest versions. A lot of issues were fixed in the latest releases.
