We should create a meta upstream bug tracker entry for small mingw related cleanups and start creating PRs.

This of course only works for things which can be considered cleanups/refactorings from the upstream POV and not mingw specific changes. Also excluding distutils, since upstream no longer takes changes for that.

cpython has recently closed all mingw/cygwin bugs as wontfix, so this might not be possible.

They seems to not want to support mingw officially, similar to the status of nodejs right now (speaking about nodejs, the current package is critically out of date, 5 major versions behind the current LTS, it needs an update). Seems like we'll have to deal with it ourselves.

(It's not in the repo and not buildable)
