Repro:

1. Launch 'Azure SQL managed Instance - Azure Arc (preview)' card from the deployment tab.
2. The wizard page takes ~0.5 seconds to load.

Observed:
However, the 'script to notebook' & 'deploy' buttons are already enabled.

Expected:
The controls should be disabled until the page has fully loaded so that all field/page validations are in full force.
