Fixes the errors ceasing mod loading if you have stuff besides dll in your Mods folder

This release provides re-structuring as well as an even easier way to install the modloader.

Follow the instructions provided in HOW TO INSTALL.txt to install!

Example mod has been listed in the README, readded isModded = true

Run sv_maxplayers 16 in console to set your game to run with 16 players. I haven't tested this yet since I don't have anyone to test it with currently.

This is a work-in-progress. Currently this supports Harmony and loading dynamically from the Mods folder.

Before a stable release, I want to add some Console support for stuff.
