Bug report

Double click on the last partially visible tab prevent scroll and this tab still partially visible.

Steps to reproduce

1. Go to https://material.io/components/tabs
2. Select scrollable tabs
3. Click on last partially visible tab twice with minimal delay between clicks
4. See tab is not scrolled in view (still partially visible)

Actual behavior

Target tab correct scrolled and fully visible

Expected behavior

Target tab still partially visible, because twice speed click stops scrolling
