Chrome.

What OS are you using?

Windows 10.

What are the steps to reproduce the bug?

• Go to the fixed waterfall toolbar demo page.
• Make the viewport short enough to scroll, or add paragraphs to the content in dev tools (It's worth noting here that demos need more text, they are not scrollable at most viewport sizes, therefore they are not testable at most viewport sizes, which is probably why this has issue has persisted since before 0.26).
• You must load the page at the effected screen width to see the issue.

What is the expected behavior?

The toolbar should be toggling mdc-toolbar--flexible-space-maximized / mdc-toolbar--flexible-space-minimized classes on scroll.

What is the actual behavior?

The toolbar isn't toggling mdc-toolbar--flexible-space-maximized / mdc-toolbar--flexible-space-minimized classes on scroll.
