This file contains my email address. Someone is using the codebase to start a sister site and I’m getting inundated with bouncebacks from their partially-configured mailserver.

For this bug, templatize the file so my email is no longer the default and in such a way that a new user will get a reasonable error message leading them to put their own email address in there.
