There appears to be a file permission issue that can likely be resolved by running the setup as an Administrator. I am unable to reproduce the issue on my machine, but I will work on finding a way to improve this process.

It was my business notebook which is part of a workgroup. It may be the reason, because I think I already installed this as a local admin.
