There is now a lot of 2.0 and 2.1 code that is mixed together. This can make it difficult to know which is which. We should move both 2.0 and 2.1 specific code into their own modules.

Note: there is some code that is shared between both paths (more so on the encoding path than the decoding path) and these can stay where they are.
